L.G. Funds Diversion: Aregbesola is fantastically corrupt – CSCEOS
…… lacks financial discipline

An Osun State based Civil Society Organization, the Civil Societies Coalition for the Emancipation of Osun State (CSCEOS) on Tuesday, declared that the State governor, Mr. Rauf Adesoji Aregbesola was
fantastically –corrupt and lacked financial discipline in management of the public funds accrued to the State, especially, the Local Government  from Federation Account, commending the anti-graft agency,
the Economic and Financial Crimes Commission(EFCC) for commencing the credible and unbiased investigation into the alleged Local Government funds diversion of Mr. Aregbesola since November,2010  to March 2016.

Speaking with newsmen after appearing before the Zonal office of the EFCC in Ibadan on Tuesday for more clarifications on the subject matter, Comrade Adeniyi, Alimi  Sulaiman urged the anti-graft
Commission to invite all the affected State and Local government officials listed including immediate past Commissioner for Local Government and Chieftaincy Affairs and Finance and Economic Planning,
Mr. Kolapo Alimi and Mr. Wale Bolorunduro respectively, with their Permanent Secretary, the then Executive Secretaries and Head of Local Government Administrations(HLAs),Directors of Finance and  Directors of Works, in his written statement before the EFCC officials for period of November 2010 to March 2016,noting that no section of the amended 1999 Constitution gave leeway to any governor to divert the allocations accrued to the local government from federation account through joint account system.

He added that the anti-graft body must invite one Mr. S.A. Oyefade of the State Ministry of Local Government who signed for the Permanent Secretary of the Ministry in the letter dated June 24th, 2015 with the reference No: MLG/ACCT/LG/5  and captioned, “Re: Special Intervention Projects carried Out by the State Government of Osun on behalf of Local Government in the State”, State Accountant-General and Auditor-General, Auditor-General for Local Government, Messers Olukayode Aina & Co and Portfolio Advisers Limited for investigation on how they carried out special intervention projects for Aregbesola on behalf of 30 local governments ,including Ife East area office from 2010 to 2014.

Attending to the CSCEOS’s team led by Barrister Wole Adeosun, an official of the anti-graft body, Mr. Richard Adejumo maintained that the invitation to the group was neccessary to know the genuiness of
the Petition in the cause of their investigation on the issue. The team which arrived the Ibadan Zonal office of the anti-graft body around 12 noon and  endorsed all the contents in the Petition Letter
with its attachment, described Aregebsola’s action on the alleged diversion of the Local Government funds as illegal, undemocratic, ungodly, evil, unconstitutional, anti-masses, abomination and crime
against humanity and God.

In a statement issued by the CSCEOS’s Directorate, Media and Strategy which was made available to newsmen, it advised the former Osun State Deputy Governor, Otunba Christopher Iyiola Omisore and the National Secretary of the Peoples Democratic Party (PDP), Professor Wale Oladipupo to clear their names before the Economic and Financial Crimes Commission(EFCC) over the alleged financial impropriety leveled against the duo in the media recently  over  the contract sums from the Office  of the former National Security Adviser (NSA) Sambo Dasuki, adding it was imperative for the duo of Ife born politicians to clear themselves publicly ,although the group  would not like to dabble into the issue because it has been the subject of litigation presently.

It maintained that it was unfair for any citizen of the country as stipulated in the section 25&26 of the amended 1999 Constitution of the Federal Republic of Nigeria to disregard the invitation of any law
enforcement agency, especially Police Force and anti-graft agencies which properly recognized by the Section 214 of the 1999 Constitution as amended, Police Act &Regulations, Coroners Law, Robbery  &Fire Arms (Special Provision Act), Economic and Financial Crimes Commission(EFCC) 2004,The Corrupt Practices & Other Related Offences Act 2000,Terrorism Act 2011,Money Laundering  Act 2011 as amended, Criminal Code Law with questions and Answers for Police Colleges, Law Enforcement and Human  Rights Laws in Nigeria, Criminal Code cap ‘’C 38’’ of EFCC cases and Materials, Extras, ICPC, Money Laundering g Act 2010 and Laws of the Federation(2004).

Speaking further, Comrade Sulaiman alleged that Aregbesola contracted the payment of salaries of local government staff including Primary and Middle School teachers and Local government retirees alike to
private  firm, Charms Consultancy Ltd where it collected  the sum of N4million per month for each of the local government which total at N124 million per month since 2011 till date for service render, when
all the  Local Government in the State, had officials including, Director of Finance, Deputy Director of Finance, Accountant, Treasurer, Cashier and other officers  that could render the service of payment of salaries.


He noted that the invitation to the EFCC for further clarification on the subject matter  was as a result of his group petition to President Muhammadu Buhari which was copied to the anti-graft agency, insisting
that Aregbesola still owing the  local government staff to the tune of five months salaries when the local councils in the State had received their monthly allocations from the Federation Account till the month of April 2016,adding that  Osun State Local Government areas have collected the average of N2billion to N7billion since January 2011 till April 2016 from Federation Account. According to the CSCEOS’s Petition to Buhari, “As a result of this financial recklessness of Aregbesola’s administration in the Local
government areas of the state, the affected workers have been subjected to the untold economic and financial hardship which is tantamount to the violation of their economy and labour rights as
enshrined in the 1999 Constitution of the Federal Republic of Nigeria (FRN), as amended.

“Similarly, it is on record that since inception of Aregbesola’s administration in November 2010, Mr. Rauf Aregbesola has been fraudulently siphoning the State Local Government (L.G.) funds through
his government policies such as O’ reap, O’clean, O’ road and host of others tagged “Special Intervention Projects carried out by the State Government on behalf of Local Government areas in Osun State” by
forcefully co-opted the then Thirty (30) Executive Secretaries, Head of Local Government Administration(HLA) and Directors of Finance(DF) from November 2010 to May 2015,through a Circular dated 24th June, 2015 and signed by one S.A. Oyefade for Permanent Secretary(PS),Ministry of Local Government and Chieftaincy Affairs.

“Sir, it will interest you to hear that most of the acclaimed projects embarked upon by  Mr. Rauf Aregbesola on behalf  of the Local Government of the State were not existing which was given
retrospective approval as a way to divert the funds of the Council areas of the State. To cap it all, the entire local government road projects embarked upon by Mr. Aregbesola was constructed without due
process of Public Procurement Act signed into law by the National Assembly in 2007”.
